At present, the types of scientific research projects are various, and the implementation process is complex, linking with the management of funds and procurement with a wide range of management departments involved, so it is difficult to carry out and implement the project management process. In order to promote the scientific research units to better carry out research work, to implement research projects orderly and complete the indicators, this paper proposes the construction of scientific research management system based on the characteristics of full research project, from the project contract, funding, procurement, knowledge management, and other aspects of the construction. It uses the popular JFinal framework to build the information management system which is easy to be expanded, lightweight, ensuring the implementation of scientific research projects comprehensively.

An intelligent constant temperature control and display circuit is realized by using 89C2051 single chip microcomputer and DS18B20 digital temperature sensor. The software design of constant temperature controller is based on OrCAD/Capture. The hardware include the 89C2051, LED display circuit and power supply module. In the low temperature environment, the controller can start the electric heater, controlling the temperature in the range of 28 to 34 degrees Celsius, and displays the result on the front panel in real time.

This paper firstly introduces the theory of genetic algorithm, expounds the basic advantages and disadvantages of genetic algorithm. Then on the basis of the Niche genetic algorithm, the isolation operator and adaptive operator are introduced to form a new Niche genetic algorithm based on isolation operator and gradient operator. Both theory and practice show that the new improved genetic algorithm is superior to basic niche genetic algorithm in solving practical problems.

This paper studies on several advanced Autoencoders like Sparse Autoencoder, Denoising Autoencoder, and Tiedweight strategy for Autoencoder; explores on the principal of improving the feature representation with these Autoencoders, which have been certificated in the handwritten numeral recognition. The performances of feature representation with these Autoencoders are compared by setting the Autoencoders parameters. Experimental results show that the Sparse and Denoising strategies have great improvment to the performance of Autoencoders.

E-government cloud is a kind of big scale private cloud data center. It takes the SDDC as the architecture. For the software defined network, this paper firstly introduces the main characters of the e-government cloud and the challenges of the network, and then offers a solution based on VxLAN and SDN. It also gives a network overlay solution for the e-government cloud, and summarizes its advantages. It provides a scheme to connect the SDN controller to the heterogeneous cloud management platform. At last, taking Openstack as an example, the configuration process of SDN controller and cloud management platform are described.

Due to rapid development of IOT, the number of sensors increases dramatically in communication system. Based on this, IETF formulates the 6LoWPAN standard for IOT communication. This standard runs the IPv6 protocol based on the conventional IEEE802.15.4, so that numerous number of terminals will be available, and the communication between sensors with different hardware will be feasible. This paper discusses on the scenario and architecture of 6LoWPAN in IOT system, as well as its segmentation, header compression, routing and security issues.
