Abstract This paper studies the status of the development and application of low-budget micro course by shooting. Using the “micro course development process”summarized by Hu Tiesheng for reference, and guiding by the teaching design theory and TV production theory, this paper designs the development strategy of low- budget micro course by shooting. It consists of the theme choosing, teaching design, shooting preparation, live shooting, post-editing, valuation and feedback. It is proved that micro course produced by this strategy can improve the learning effect and students’learning quality.
