Abstract Multi-layer network structure is used to build and integrate systems at all levels，such as the field control，the central monitoring and the management and control dadabase system．Through introducing the solutions of Public facilities large multi-city network control system，an implementation strategy of the multi-layered network structure is proposed in this paper．The purpose of the paper is to provide the overall objective of large-scale construction as well as the step-by-step implementation of the technology route．
