    Electronics and information industry is one of the eight pillar industries in Tianjin and is mainly located in Tianjin Economic and Technological Development Area and Binhai High-tech Industrial Development Zones of Binhai New Area．The manufacturing Industry in mobile communication counts for much in the whole electronics and information industry．There are achievements in Electronics and information industry in Tianjin，nevertheless，unbalanced distribution of the industrial structure， being strongly influenced by foreign investments and low technological innovativeness are still problems．During the 12th Five-Year S&T Development Plan，Tianjin will focus on the optimization of industry and start a new undertaking．
  • Application-oriented Vertical Handover Decision-making Based on mSCTP

    In the ubiquitous wireless heterogeneous networks, vertical handover (VHO) is the essential problem that makes user access seamlessly. An application-oriented VHO decision method based on mSCTP is proposed. The proposed method considers multi-factors and combines Improved Analytic Hierarchy Process (IAHP) and Grey Relational Analysis (GRA) to choose the most appropriate destination network. Simulation results show that the proposed method can take full account of the different QoS requirements of various applications, and will not cause performance degradation.

    For the disadvantages in traditional earthquake emergency rescue system， such as non-real-time data acquisition， real-time monitoring not easily to put into effect in disaster area ， the poor dispatching performance with relief supplies and so on， the Internet of things is used to construct a combination of hardware and software application system． Hardware is mainly used for real-time monitoring of important data of people and objects in disaster areas， including basic attribute data stored in RFID tags objects， disaster area environmental data from all kinds of sensors and coordinate information of networking members from the coprocessing of satellite and GPS chip． These information are transferred to data center through wireless RF network， either to take emergency measures Real-time， or to bring convenience to further rescue．

    In indoor location， the accuracy of positioning is affected by the environment．This paper proposes a method to adapt to the changing of the environment．This method is improved on the base of the fingerprint database．In order to predict the real-time signal strength，it adds some reference points in off-time stage，and establishes relation of the signal strength of the reference points and mobile terminals．And in order to decrease the error of the relation，a sub-regional model is proposed．In real-time positioning stage，it can determine the location of mobile terminal by comparing the prediction signal strength with the real-time signal strength．
