Adhering to the principles of research integrity and standardized publishing, Computer & Telecommunication has established ethical guidelines for authors, reviewers, and editors, as well as specific regulations for the use of Generative Artificial Intelligence (hereinafter referred to as "GenAI"). These guidelines are established in accordance with relevant provisions of the Copyright Law of the People's Republic of China, the industry standard Academic Publishing Norms: Definition of Academic Misconduct in Journals (CY/T 174-2019), the Ethical Guidelines for Science and Technology Journal Publishing, the Code of Conduct of the Committee on Publication Ethics (COPE), and the Guidelines on the Boundaries of AIGC Use in Academic Publishing, taking into account the specific needs of this journal.
Responsibilities of Authors
1. Authors are responsible for the authenticity and integrity of the content submitted. The manuscript must be an original work, free from academic misconduct such as plagiarism, fabrication, falsification, or tampering. Furthermore, the content must not involve any state secrets or confidentiality issues.
2. Authors must guarantee that the manuscript is not simultaneously submitted to multiple journals (multiple submissions) and has not been previously published (duplicate publication).
3. The published paper must be free from improper authorship. Listed authors must be substantial contributors to the work and should generally be ordered according to the magnitude of their contribution. The list of authors, their order, and their affiliations must be finalized at the time of submission. The corresponding author is responsible for ensuring that all appropriate authors are included in the paper, and that all listed authors have reviewed the final version, acknowledged its content, and agreed to its submission for publication.
4. After publication, if authors discover significant errors or areas requiring correction in their paper, they should notify the editorial office to coordinate a resolution. Authors must cooperate with the editorial office in publishing a corrigendum or, if necessary, a retraction.
5. Authors should respect the opinions of peer reviewers and provide detailed explanations and justifications for each comment.
6. Generative AI cannot be used to draft the entire paper or significant portions thereof, such as the methodology, results, and interpretation of data. All content falling within the scope of scientific contribution or intellectual labor must be produced by humans. If GenAI is utilized in the preparation of the manuscript, authors must explicitly disclose its usage in the Methods section. Authors assume full responsibility for all content generated by GenAI.
Editorial Responsibilities
1. Editors shall handle all manuscripts fairly, impartially, and expeditiously, and select outstanding papers meeting the journal's requirements based on their significance, originality, scientific merit, readability, and research integrity for publication.
2. All submitted manuscripts shall undergo plagiarism detection to prevent academic misconduct such as multiple submissions and duplicate publication. Manuscripts found to contain academic misconduct issues will be rejected without further consideration.
3. Editors should adhere to confidentiality principles, refrain from disclosing reviewer information to authors, and prevent disclosure of manuscript information to any parties other than the editorial board and peer reviewers. Editors may not utilize manuscript data for their own research without proper authorization.
4. Editors must remain impartial and avoid any conflicts of interest that may influence the peer review process.
5. The authenticity of the peer review records must be ensured, and there is an obligation to preserve and keep confidential all materials related to the peer review and revision processes.
6. Editors should obtain authors' consent for any critical modifications involving academic perspectives, and ensure that the edited manuscript clearly represents the authors' academic viewpoints.
7. Authors should be reminded to provide full and accurate disclosure and statement regarding the use of GenAI. For manuscripts with high GenAI characteristic values but where authors claim no AI assistance, editors should inquire about specific writing details to make a professional assessment of the manuscript's quality.
8. During the review, editing, and proofreading process, uploading manuscripts or internal materials to AI public platforms such as ChatGPT or DeepSeek is strictly prohibited to prevent the disclosure of unpublished research findings.
Responsibilities of Reviewers
1. Reviewers should adhere to the principles of fairness, impartiality, confidentiality, and timeliness in providing responsible professional evaluations of manuscripts. They must not show bias or discrimination based on authors' research institutions, geographical locations, qualifications, ethnicity or other personal characteristics, and must not disclose the research content of unpublished manuscripts.
2. Reviewers should have no conflicts of interest with the authors or the research content of the manuscripts, and should provide clear opinions on whether the manuscripts meet the standards for public publication.
3. Reviewers should evaluate manuscripts in a timely manner as agreed. If unable to complete the review on time, they should promptly notify the editorial office to withdraw from the review, or recommend alternative reviewers. Without prior approval from the editorial office, reviewers should not delegate the review to others without permission.
4. Reviewers may not use any valuable information from manuscripts for their own related research without the authors' consent before publication.
5.Reviewers shall not imply or directly request authors to cite their own or their team's previously published relevant papers.
6. If a peer reviewer encounters duplicate or highly similar manuscripts to those previously reviewed, it is their duty to inform the editorial office and provide review comments according to the journal's publication standards.
7. Reviewers should utilize their professional knowledge and expertise to evaluate the innovation, scientific rigor, and practicality of manuscripts; they should provide impartial assessments on whether research methods are appropriate, research designs are reasonable, results and conclusions are accurate, and whether there are any ethical issues or confidentiality breaches. If reviewers identify problems such as incorrect viewpoints, factual errors, severe plagiarism, or suspected data fabrication, they should promptly notify the editorial office.
8. Reviewers must not upload the full manuscript under review to public AI platforms such as ChatGPT or DeepSeek, to prevent the leakage of unpublished research findings.
9. When using GenAI to assist in review, a cautious approach should be maintained and the editorial office should be informed. Meanwhile, reviewers should take responsibility for overseeing AI-generated review comments, fully utilizing their professional judgment and unique insights to ensure the fairness and accuracy of the evaluation results.
Publisher's Responsibilities
1. This journal follows the principle of first publication and only publishes academic papers with original research findings.
2. This journal is committed to preventing academic misconduct, including multiple submissions and duplicate publications. When concerns arise regarding the authenticity of a paper, and if the author cannot provide relevant supporting materials such as original images, raw data, funding project contracts, and project names, the journal reserves the right to withdraw accepted manuscripts and retract published papers.
