With the development of the social and economic environment, water conservancy work has gradually transformed towards informationization. Aiming at the limitations of the infrastructure construction, the lack of command center, the scattered information of the emergency information in the current water conservancy application system, the weak analysis and decision-making ability, and the lack of a complete emergency command system, a complete intelligent dispatching emergency command platform system is designed. And the software design, system design, system debugging and operation are described respectively. The system integrates emergency command and dispatch into a management system by utilizing big data, cloud computing, collaborative work and real-time supervision means. Through sharing command platform and information platform, the system can realize unified command and joint action, and improve the level of water resources informatization.
