Abstract At present, the types of scientific research projects are various, and the implementation process is complex, linking
with the management of funds and procurement with a wide range of management departments involved, so it is difficult to carry
out and implement the project management process. In order to promote the scientific research units to better carry out research
work, to implement research projects orderly and complete the indicators, this paper proposes the construction of scientific research
management system based on the characteristics of full research project, from the project contract, funding, procurement, knowledge
management, and other aspects of the construction. It uses the popular JFinal framework to build the information management system
which is easy to be expanded, lightweight, ensuring the implementation of scientific research projects comprehensively.
