省属企业数据中心是国家网络安全和信息化建设的重要载体之一，其自主可控的实现方式不应仅限于简单的产 品、部件替换。为实现数据中心自主可控，从技术角度出发，基于业务支撑、架构敏捷、网络安全、创新应用4个维度建立16指 标评价体系，对山东省属企业数据中心自主可控发展情况进行定量分析，准确定位存在的问题并提出实操性建议，为企业发展 数据中心自主可控、网信工作高质量发展提供参考。

The data center of provincial enterprises is one of the important carriers of national network security and informationiza‐ tion construction, and the realization of its autonomy and control should not be limited to the simple replacement of products and components. To realize the autonomy and control of the data center with high quality, from a technical point of view, a 16-indicator evaluation system is established based on four dimensions of business support, architectural agility, network security, and innovative applications to quantitatively analyze the development of autonomy and controllability of data centers of enterprises in Shandong Province, accurately locate the existing problems and put forward practical suggestions, and to provide reference for the develop‐ ment of autonomy and controllability of data centers of enterprises and the high-quality development of network security and infor‐ mationization work.
