高等教学质量近年来受到社会广泛关注和重视，如何进行质量管理和评估是很多学者都在探索的问题。对芬兰 应用型高校教学质量管理体系做了简单介绍，并对坦佩雷应用科技大学的教学质量管理方案进行了比较详细的分析。在此基 础上，学习借鉴国际先进经验，针对我国高等教学目前存在的问题，从教学质量管理目标，主体及管理内容和方式几个方面提 出了切实可行的改进建议。

The teaching quality of higher education is extensively concerned by the society in recent years. Many scholars are exploring how to manage and supervise quality. Finnish teaching quality management system is introduced, and the teaching quality management of Tampere University of Applied Science and Technology is discussed in detail. On the basis of learning the foreign advanced experiences, the essay suggests some feasible countermeasures from several aspects such as teaching quality management objectives and subject and management contents and methods in the light of the existing problems at present.
