Abstract：Mobile electronic devices, such as cell phones, are tightly connecting college students and the Internet. This new situation is changing the operation of colleges critically. It is clear that the mobile devices are going to play a big role in colleges. In this case, the construction of a college information system based on mobile devices to support the education and management has practical necessity.
