本文首先介绍了高校网络人才队伍建设的必要性，结合地方高校网络人才队伍建设的现状和不足，提出基于 SMTR的地方高校网络人才队伍建设思路，以期能为我国高校网络人才队伍的建设之路贡献一份力量。

Firstly, this paper introduces the necessity of the construction of network talent team in colleges and universities. Combining the current situation and the shortage of the construction of network talent team, it puts forward the idea of network talent team construction based on SMTR in colleges and universities, in order to contribute to the construction of network talent team in China.
