使用在线投稿方式改变《航海职业教育》传统的投稿方式，提高了工作效率，减轻了编辑、审稿专家、投稿人工 作负担。投稿系统主要分为从网络投稿系统着手，对江苏海事职业技术学院高等职业教育研究所校刊编辑部的现有业务流程 进行分析,基于Web 技术，采用Java EE 开发技术，借助MySQL 数据库，开发基于MVC 模式实现稿件在线投稿系统，完成了在 线投稿、审稿、排版等功能。
