Abstract：Digital city management system，as a management system which finds problems by inspectors， enhances the supervision and management efficiency bu techniques．But the operating manner is manually identifying ownership of problems in current city managers，which may decrease the processing efficiency，and delay the solution at the beginning．Finally，the city management system is a multi-collaboration system，which reports problems to business systems of the relevant departments．The system works on the WEB Service and implements collaboration on gSOAP using the C++．
