Abstract：In the ubiquitous wireless heterogeneous networks, vertical handover (VHO) is the essential problem that makes user access seamlessly. An application-oriented VHO decision method based on mSCTP is proposed. The proposed method considers multi-factors and combines Improved Analytic Hierarchy Process (IAHP) and Grey Relational Analysis (GRA) to choose the most appropriate destination network. Simulation results show that the proposed method can take full account of the different QoS requirements of various applications, and will not cause performance degradation.
